Do You Need a Photo for US Citizenship?

If you live in the US, you should not mail self-made photos with Form N-400, because USCIS takes a new photo at the biometrics appointment. The current instructions ask for photos only from certain applicants residing outside the United States.

This page is informational. Passport911 does not make USCIS photos.

What USCIS says

USCIS Policy Alert PA-2025-29 (December 12, 2025) says USCIS will not use or reuse self-submitted photographs, and that Form N-400 requires a new photograph taken at a biometrics appointment.

The current Form N-400 instructions (edition 01/20/25) ask for two identical color passport-style photos only from certain applicants residing outside the United States, such as members of the U.S. armed forces and their spouses.

Check your form's current instructions on uscis.gov before you send anything; requirements can change.

Green card and work permit forms

Form I-485 and Form I-765 are different: their current instructions still ask for two passport-style photos.
